Who Can Apply & Which Family Members Can Be Included?
The investment route sits within Türkiye's exceptional-acquisition framework. Official guidance also refers to the foreign spouse and the applicant's or spouse's minor or dependent foreign child.
Family coverage is not automatic. Each included person needs records proving identity, civil status and the legal family relationship. Age, dependency, custody and consent treatment depends on the facts.

Qualifying Investment Requirements
Official Turkish sources currently list seven investment criteria. One criterion must be satisfied and confirmed by its responsible authority before the citizenship file proceeds.

Meeting a threshold is not enough by itself. The responsible institution must establish that its condition has been satisfied and issue the relevant eligibility or conformity confirmation.

The current VAT-4 instruction lists the application form, biometric photographs in the published specification, a passport or equivalent document, civil-status and birth or registry evidence, applicable family-link records and the service-fee receipt. The current NVI FAQ also lists a criminal-record certificate issued within the preceding six months.

Keep the files separate. Health insurance, tax registration, title-deed records and similar items should not be labelled as universal VAT-4 documents. Some belong to the residence or investment-proof file.

The legal requirement to authenticate foreign official documents is clear. What varies is the correct route for a particular country, record and receiving authority.
Identify the issuing country and receiving authority
Start with where the record was issued, what type of official document it is and which Turkish authority will receive it.
Confirm the correct authentication route
Determine whether the record follows an apostille route, consular legalization or another current instruction. The options are not interchangeable defaults.
Complete Turkish translation and notarial treatment
Apply the certified Turkish translation and notarial treatment required for that record and filing authority.
Check validity, names and consistency
Before filing, compare names, transliterations, dates, civil-status events and time-sensitive records across the whole file.
Apostille and consular legalization are not interchangeable defaults. The correct route depends on the issuing country, document and receiving authority.

Current NVI FAQ guidance states that the foreign applicant must personally make the applications for the eligibility confirmation, short-term residence permit, collection of the residence card and citizenship application. Other preparation or transaction work may allow representation depending on the act and power of attorney.

The applicant must fit the current eligibility framework, meet one published investment criterion, obtain confirmation from the responsible authority and prepare the citizenship, investment-proof and residence or procedural records. Meeting those requirements allows official review; it does not guarantee citizenship.
The current core VAT-4 categories include the form, biometric photographs, passport or equivalent document, birth or identity evidence, civil-status evidence, applicable family records and the service-fee receipt. The current NVI FAQ also lists a criminal-record certificate. The final authentication and translation checklist is case-specific.
Included family members need identity and civil-status records plus evidence proving marriage, birth and family links. Custody, consent, age or dependency evidence may also apply to the individual family.
Foreign official records must follow the applicable authentication rules, but the correct route depends on the issuing country, document and receiving authority. Apostille and consular legalization are not universal alternatives chosen at will.

The core personal-document categories overlap, but investment proof differs. Real estate uses property and land-registry evidence, while a bank-deposit route uses the records and confirmation required by the banking authority.

No. A complete file and satisfied investment criterion do not create an automatic entitlement. The application remains subject to official evaluation, including national-security and public-order review, and the final decision rests with the Turkish authorities.
Adult children are generally not included in a parent’s application, because inclusion turns on minority or documented dependency. Where a family wants an adult child in Türkiye, the practical route is usually a residence permit in their own right on the basis that fits their situation — study, work or family — rather than the citizenship file. Plan both paths together, so nobody is assumed included and then found out.
Often yes, but it depends on custody and on the other parent’s consent, evidenced in the form the authorities accept. Where custody is shared or documented abroad, that evidence usually needs authentication and translation, so it should be started early rather than raised at the counter.
Turkish civil-status records recognise one legal marriage, and family inclusion follows those records rather than a family’s own arrangements. We do not give a generic answer here, because the outcome depends on how each marriage and each child is recorded in the relevant jurisdictions and how the Turkish authorities treat those records. This needs qualified legal review on your actual documents before any expectation is set.
Property-acquisition rights depend on the buyer’s nationality, and the application is assessed on the person who holds the qualifying investment. Where one spouse holds a nationality that may acquire property, the file is generally built around that spouse, with other family members considered under the inclusion rules. Structuring a purchase this way has real legal consequences and should be confirmed by qualified counsel before any payment.
Acquisition rights and application eligibility are set by the Turkish authorities, are not the same for every nationality and can change. We deliberately do not publish a list, because one that goes out of date would mislead. Tell us your nationality and we establish your current position from official guidance before you commit funds.
Combining more than one title toward a single application can be possible, but it is not automatic — it depends on the acquisition dates, each title’s registry status and whether every unit can carry the required restriction. An earlier purchase made before the relevant instruction applied may not be usable. Have the deeds reviewed before you buy the second property, not afterwards. The real-estate criterion is not limited to homes; a qualifying acquisition can be residential or commercial provided the valuation, registration and restriction conditions are satisfied for that specific title.
