Marmaris is the one market on this coast where the villa and the apartment are both ordinary answers rather than one being obvious. The hillsides above İçmeler and Armutalan hold detached houses with their own ground; the town behind the marina is apartment country. Which fits depends less on budget than on how you will actually use the place — and on whether it has to work in February as well as August.

Marmaris reads as one resort from the water, but buyers split it into four quite separate places, and the difference between them is mostly altitude and season. The bay is enclosed, the pine forest comes down to the road, and where a house sits on that slope decides its view, its temperature in August and how much of the year the street around it is awake.
In Marmaris the question is not really which neighbourhood — it is how far up the hill you want to live, and whether you want the town awake around you in August.
The market
On most of this coast the answer is decided for you: Fethiye and Bodrum are villa markets, and an apartment there is the exception. Marmaris is the one place where the two are genuinely balanced — the search volume splits almost evenly, and so does what changes hands.
The split follows use, not budget. A villa on the İçmeler or Armutalan slope buys ground: a garden, a pool, privacy and a view that cannot be built out from below. It also buys a car, a hillside road, a gate to maintain and a pool to service through a winter you may not be there for. An apartment in the centre or in an Armutalan site buys the opposite — you close the door and leave, the site handles the garden and the pool, and everything is on foot. What it does not buy is ground of your own or a guarantee about the building next door.
The second question is the calendar. Armutalan and İçmeler keep their populations through winter; parts of the centre thin out sharply once the season ends. A house that must work in February is a different search from one built around a long summer, and it usually pushes the answer up the hill.

Marmaris is the rare place on this coast where we ask what you want to do with the house before we ask what kind of house you want. The answer usually decides both.
Locations
Marmaris sits between two larger markets, and buyers often look at all three before deciding: Fethiye's gulf to the east, and the Bodrum peninsula to the north-west.

Because so much of Marmaris is sold inside a managed site — gated villa groups as often as apartment blocks — the first thing we read is how that site is actually run: what the monthly charge covers, whether the pool and garden are funded or deferred, who holds the management contract and what the last general meeting decided. A well-kept site and a neglected one look identical in August photographs. From there the checks are the ones the whole coast needs: the deed and its type, the zoning behind the plot, what the slope above and below is permitted to become, whether any extension or pool has a permit, outstanding charges and utilities, and the habitation certificate. Figures are confirmed per property, in writing, at the point you are ready to act.

Yes — they are separate bays with separate characters. İçmeler is quieter, has its own small centre and promenade, and the slope behind it is where most detached houses sit. Marmaris centre is the marina town: almost entirely apartments, entirely walkable, and busiest in high season.
